Могу предложить выполнить на основе микроконтроллера nrf52840 или nrf54L15 с поддержкой BLE 6.0. Микроконтроллеры очень экономные. Обмен данными по bluetooth расходует намного меньше энергии чем WiFi.
В целом, такое устройство будет очень долго работать от батарейки или небольшого аккумулятора чем вариант с ESP32.

Доброго дня. Чи правильно розумію, що для того, щоби оновити зображення, або змінити налаштування пристрою, треба підєднатися з мобільного телефона/планшета через блютуз, так? Тоді треба ще додаткову аплікацію для мобільного телефону?

Доброго дня. Да, дійсно, в такому випадку ще потрібен мобільний додаток, для управління пристроєм. Або наприклад, як варіант, дескстопна програма для Raspberry Pi чи ноутбука з підтримкою BLE.
Зразу скажу, що додатками не займаюсь, можу запропонувати тільки частину з мікроконтролером. Але такий варіант буде дійсно дуже економний по живленню.
