If the PDF is of good quality and all screens are included, Figma is not necessary to start. You can immediately restore the design during the coding process and implement it on the CMS. Minor discrepancies between the PDF and the finished website in this case are normal practice.

Considering the multilingual aspect, future registration, and further development of the project, I would immediately use WordPress with a proper template structure rather than a builder. This will make it easier to scale functionality, add pages, user accounts, and new modules without redesigning the website.
