3 hypotheses in order (from most likely):
1. In the new campaign, Advantage+ Audience or Advantage+ Placements is enabled. Meta sees that people from geo1 previously converted — and pulls them again because they are "hot" for it. The geo in the target becomes a "recommendation" rather than a strict limitation.
2. The audience includes a custom audience / lookalike built on Pixel events or a CRM database from the previous campaign. By default, it is global and overrides geo-targeting.

3. Audience Network / Instagram Explore is enabled in placements — there the geo-accuracy is worse, people from geo1 see ads "in geo2".
